Energy, Carbon & Financial Saving Display Energy Certificate Optimisation

Background

The Department of Energy & Climate Change (DECC) works to secure clean, reliable energy supplies for the UK and to mitigate Climate Change. Their HQ, at 3 Whitehall Place, London, provides office space for approximately 1,000 staff and is a Grade 2 listed, intensively serviced, air conditioned building.

The offices, like the majority of intensively serviced city centre buildings, achieved a poor ‘G’ rated, 165 OR, energy performance Display Energy Certificate. DECC were committed to achieving a radical improvement on this performance and have advanced a range of initiatives.

Department of Energy & Climate Change—Carbon Reduction Strategy

Briar Associates, have worked closely with DECC to provide specialist energy engineering support to drive a carbon reduction strategy.

This programme was commenced with detailed energy and BMS control audits, these identified a wide range of technical measures for implementation as well as operational changes to the existing Building Management and Lighting Control systems. The commitment of the teams at DECC to reducing energy consumption has been excellent and this has facilitated aggressive reprogramming of the BMS with plant hold-offs, seasonal operation and maximum use of free cooling.

We have also project managed the implementation of a wide range of low carbon infrastructure measures, including a dedicated chiller to serve the IT rooms that enabled substantial saving through the shutdown of the central chilling plant. The installation of a range of LED lighting in the restaurant, lifts, reception, corridor, stairwells and service areas. Further projects have included the provision of a dedicated boiler for summer hot water provision and waste heat recovery to the kitchen ventilation exhaust.

Briar Associates also provide a bureau service to optimise the Display Energy Certificate, this updates on the progress achieved and provides a projection of the future annual DEC performance on a monthly basis. Over a 4 year period, DECC have successfully reduced their energy consumption and carbon emissions by over 50% and achieved a ‘C’ rated DEC at 74 OR. This is an exceptional performance in a fully air conditioned building and demonstrates the commitment of their teams to reducing carbon emissions.
